Europe experienced widespread relief on Monday, as the diplomatic emergency caused by the announcement of a new 28-point plan for resolving the conflict appeared – momentarily – to have been stabilised. A senior US official spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its countermove: another massive barrage of aerial bombardment on Kyiv.
The Pattern of Negotiation and Warfare
The chain of opposing developments captured the bleak nature of the current period. By day, negotiation efforts are waged: positive announcements are delivered from multiple capitals. Considerable effort is expended on containing specific proposals. By night, Moscow clearly shows the world that, for them, war remains the main instrument for achieving "settlement".
Nocturnal Warfare
As military strikes unfolded into the early hours of Tuesday, the immediate reality of Ukraine's exposure was laid bare. Ukraine is equipped to monitor projectile deployments from enemy soil, a ability provided through current data. From observation points, Ukrainian air force fighter jets that had been dispatched to intercept incoming aerial threats flew past – advanced fighter aircraft delivered to Ukraine by European allies.
Moments later, Kyiv's air-defence systems activated: several firings deployed against a incoming threat. This was a sophisticated defense system at work, most likely provided by allied countries. Every firing shakes the surroundings, causing tremors. The moment of terror quickly becomes grim resignation: perhaps the hostile projectile won't hit its mark this time, sparing the city from ruin and additional electricity failures.
Persistent Threats
Not long after, a heavy machine gun fired at a unmanned aircraft somewhere nearby, part of a defensive team – probably Western-made equipment. Regrettably, the bullets missed the hostile drone – it continued its flight toward its destination.
Intermittently, this continued until dawn. Kyiv awoke to the morning news: multiple fatalities, damage and infrastructure problems in numerous residences as a result of the night's assault. As customarily, everyone still went about their day – living the war. But those full day encapsulated Ukraine's vital need on external assistance – a dependence that European nations are clearly incapable to replace in the immediate future.
Unsuccessful Negotiations
The detailed framework from American leadership provoked deep reactions, debate and deep concern – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after earlier high-level meetings and bilateral conferences.
Every new initiative from US leadership unfolds according to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, effectively counters. They contain the crisis but never actually achieve victory. This trend will, undoubtedly, continue.
Strategic Calculations
It is tempting to accuse certain parties of consistently pushing Russian terms. But that does not seem to be the whole story. American leadership functions according to a assumption understood by seasoned negotiators: you cannot secure via talks what you have lost on the battlefield. The US administration presumes that it is unfeasible to force Russia to relinquish the territory that it already controls in Ukraine's occupied territories.
The issue is that while acknowledging this situation, Washington does nothing to deter Moscow, through diplomacy or military means, from believing that the current condition will not shift further in its favour in the coming year.
Opposing Positions
Therefore, Russian leadership is convinced that the clock favors them – that Ukraine and its partners are nearing depletion. Their reason to agree to terms that does not give them the greatest potential benefit is almost completely absent. There may be numerous efforts to achieve ceasefire, but they will continue as long as Russia's leadership remains supremely confident in the result.
On the contrary, Ukraine's government believes that Ukraine can still persist, progressively conceding civilians and areas but preventing a entire defensive failure until situations evolve in its favour.
Current Realities
Objectively, there are no real preconditions for a ceasefire. Now, individual motivations are becoming relevant: political desires to negotiate peace and achieve global acclaim, and the government's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the country's interests against any plan Kyiv finds unworkable, so that their focus does not shift toward internal issues. And although their objective will now be considerably more difficult after latest incidents, it remains very improbable that this will modify their basic position.
These opposing factors are guiding negotiations.
Assessment and Future
It took a mere seven days to terminate the suggested clauses of the most recent proposal. Aggressive and erratic handling of the matter by US administration, opposition by Ukraine and the remaining European nations, along with calming attempts of diplomats, and finally, recent disclosures, all achieved their purpose.
While new proposals based on old ideas are imminent, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to counter political attacks from Washington that are based on Russian demands and reflect particular unwillingness to change the course of events, if they remain united and improve their protective measures at a much faster pace. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the predictable period, mainly require continued Western support.
